It is obvious however that it would be hopeless to expect
that justice would be done in China in cases like these in which
the murdered man was a reformer who had assisted in raising the
standard of revolt against the Constituted Authorities in China,
and for whom dead or alive the Chinese Authorities had offered
a very large reward. Nor is it to be expected that Chinese wit-
nesses would dare to give the evidence they have given in our
Courts, in the presence of Chinese officials in the Courts of
China.

In these circumstances, and in view of the grave outrage
that has been committed upon the territoriality of this Colony
and the serious menace that the action of the Chinese Authorit-
ies in this case involves against all residents of whatever
nationality or standing in this Colony, I beg most strongly to
urge that the extradition of the three persons named be demanded
of the Chinese Government in order that they may be placed upon
their trial in the Courts of this Colony.
